spotting scopes – quality inexpensive?

I am looking for a spotting scope for $100 give or take… id rather take… i will be shooting .223 from 200-300 yards.
I have already looked through yahoo answers and some other sources. Wondering opinoins on magnificatio nneeded and mm lense size. would 15-45×50 work?
