Is longer or shorter focal length on a spotting scope better?

Which one is better, the Celestron Ultima 65 spotting scope or Barska Blackhawk 20-60X60 spotting scope?

Celestron is 18-55×60mm while the Barska Blackhawk is 20-60×60mm.
I wish to know which one is better quality in optic performance.
